The Status and Prospects of Hydrogen and Fuel Cell Technology in the Philippines
Jan 2022
Publication
As a developing country the Philippines must balance its rapid industrialization efforts with the realities and consequences of climate change on the country. A feasible option to achieve this is increasing the share of renewables in power generation coupled with energy storage technology. This paper examines the present situation and opportunities for development of hydrogen and fuel cell technology in the Philippines as promising alternatives with proven applications in niche energy demand sectors aside from renewables integration. Although the Philippines is considered a latecomer there is significant renewable resource potential available local experts and trained talents and enabling legislations in the country that provide opportunities in harnessing fuel cell technologies for the transition to energy self-sufficient and low-carbon society. Current advancement of the technology in the country is limited to an initial 5-year roadmap focused on component development from cheap and local materials. Provisions for large-scale hydrogen infrastructure have not yet been realized which is comparable to the early stages of development in other countries that are also pursuing fuel cell technology. Strong industry-academe partnerships should be pursued through a specific legislated agency to ensure future development of this technology for the country’s benefit. Lastly applications in distributed power generation poised to be a lucrative direction as demonstration and validation with other potential uses such as transportation remains a challenge.
Prospects and Challenges for Green Hydrogen Production and Utilization in the Philippines

The Philippines is exploring different alternative sources of energy to make the country less dependent on imported fossil fuels and to reduce significantly the country's CO2 emissions. Given the abundance of renewable energy potential in the country green hydrogen from renewables is a promising fuel because it can be utilized as an energy carrier and can provide a source of clean and sustainable energy with no emissions. This paper aims to review the prospects and challenges for the potential use of green hydrogen in several production and utilization pathways in the Philippines. The study identified green hydrogen production routes from available renewable energy sources in the country including geothermal hydropower wind solar biomass and ocean. Opportunities for several utilization pathways include transportation industry utility and energy storage. From the analysis this study proposes a roadmap for a green hydrogen economy in the country by 2050 divided into three phases: green hydrogen as industrial feedstock green hydrogen as fuel cell technology and commercialization of green hydrogen. On the other hand the analysis identified several challenges including technical economic and social aspects as well as the corresponding policy implications for the realization of a green hydrogen economy that can be applied in the Philippines and other developing countries.

The development of low-carbon fuels from renewable resources is a key measure to reduce carbon dioxide emissions and mitigate climate change. Biomass gasification with subsequent gas processing and purification is a promising route to produce low-carbon hydrogen. In the past decade simulation-based modelling using Aspen Plus software has supported the investigation of future potential industrial applications of this pathway. This article aims to provide a review of the modelling and economic assessment of woody biomass gasification-based hydrogen production with focus on the evaluation of the model accuracy in predicting producer gas composition in comparison with experimental data depending on the approach implemented. The assessment of comprehensive models which integrate biomass gasification with gas processing and purification highlights how downstream gas processing could improve the quality of the syngas and thus the hydrogen yield. The information in this article provides an overview of the current practices challenges and opportunities for future research particularly for the development of a comprehensive pathway for hydrogen production based on biomass gasification. Moreover this review includes a techno-economic assessment of biomass to hydrogen processes which will be useful for implementation at industrial-scale.

The Philippines is exploring different alternative sources of energy to become energy-independent while significantly reducing the country’s greenhouse gas emissions. Green hydrogen from renewable energy is one of the most sustainable alternatives with its application as an energy carrier and as a source of clean and sustainable energy as well as raw material for various industrial processes. As a preliminary study in the country this paper aims to explore different production and utilization routes for a green hydrogen economy in the Philippines. Production from electrolysis includes various available renewable sources consisting of geothermal hydropower wind solar and biomass as well as ocean technology and nuclear energy when they become available in the future. Different utilization routes include the application of green hydrogen in the transportation power generation industry and utility sectors. The results of this study can be incorporated in the development of the pathways for hydrogen economy in the Philippines and can be applied in other emerging economies.
